For tournaments the formula works to make sure we are not having referees do more matches than physically plausible for a day of rugby. This is dependent on the type of tournament but the number is around 4 matches max per referee. As you are talking to teams in your respective area please let them know the costs. Again this is not to profit off their tournaments, but to ensure we are equitable to our referees in terms of demand and payment for services.
